Mr. Kim is currently in charge of the Korea Center for International Finance, the best authoritative research center in the field of international financial markets from 2001.
He has dealt with policy formulations and negotiations related to the internationalization and liberalization of banks, foreign exchange, insurance companies, capital markets and international investment at the Ministry of Finance and Economy.
He is especially known as the senior officer and expert in the area of foreign exchange, international finance and international economic cooperation. He has extensive experiences in negotiating with developed countries and international organizations such as the WTO andOECD. He also has experiences in financial service liberalization, tariffs cut and debt payment schedules. Moreover, He has wide knowledge in derivative products and future markets.
During 1976-2001, he worked in various positions at the Ministry of Finance and Economy (MOFE) and retired as the Director-General of Economic Cooperation Bureau.
During 1995-1998, Mr. Kim worked at the OECD office located at the Korean Embassy to France to deal with the negotiations for Korea's access to the OECD. As he was known as the only well-trained expert on the areas of capital movement, investment, insurance and finance, he was appointed as the core negotiator to handle the accession process.
As the Director of the International Customs and Tariffs Negotiations Division during 1987-1988, he attended several meetings regarding the establishing negotiation for the Uruguay Trade Negotiation Round under the GATT and also successfully finalized the tariff negotiations among developing countries under the UNCTAD. Through negotiations, he was able to widen his knowledge on different world trade issues and its future direction.
At the World Bank from 1985-1987, he was in charge of evaluating the level of interest rate charged to borrowers under the currency pooling system. He surveyed the borrowing countries about complaints and contributed to the improvement for the Bank's loan policy. He also worked on funding policies of Banks to raise fund at the lowest possible cost. Through this process, he successfully broadened his skills and knowledge on the international financial market.
Mr. Kim also worked as the deputy director at the fields of international tariff negotiations andinternational finance institutions such as the IMF, IBRD and ADBetc.
He joined the Ministry of Finance in 1976 and then became the government official by passing the senior officials examination in 1973.
